WIN aims to be an environment where safe, respectful, inclusive, and honest connections can be built. These Community Guidelines explain the expected standards of conduct, categories of prohibited content/behaviour, the violation reporting (complaint) mechanism, and the moderation and enforcement approach for everyone who is part of the WIN community.
These rules may be taken into account for behaviour inside the app as well as for some behaviour that occurs outside the app with people you meet through WIN (especially in risks such as safety, violence, harassment, or fraud).
- 18+: WIN is intended only for persons who have turned 18.
- Consent and boundaries: Insistence, harassment, and non-consensual sexual content are zero tolerance areas.
- Privacy: Do not share others’ personal data without permission; “doxxing” is prohibited.
- Fake accounts/fraud: Impersonation, multiple accounts, asking for money/gifts, and manipulation are prohibited.
- Report: If you feel unsafe, use Report / Block tools.
- Enforcement: Measures ranging from a warning to permanent account closure may be applied; in some violations direct closure is possible.

Section 1: Scope, definitions, and fundamental principles
This section explains who the rules apply to, the scope of in-app and out-of-app behaviour, and fundamental safety principles.
1.1 Scope (who do they apply to?)
These Community Guidelines apply to:
- all users who use WIN,
- everyone who interacts with the WIN community (messaging, matching, viewing profiles, etc.),
- all users who create content (profile text, photo uploads, report attachments, etc.).
1.2 In-app and out-of-app behaviour
To protect community safety, WIN may take into account serious harm risks outside the app related to connections made through WIN (harassment, violence, sexual assault, fraud, stalking, etc.) in addition to violations inside the app.
On dating apps, risk often arises at in-person meetings outside the app or on different messaging channels. WIN reserves the right to assess serious violations where operationally feasible and where a reliable official record or evidence is provided, in order to protect itself and its users.
1.3 Fundamental principles
The safety standard on WIN is built on these fundamental principles:
- Consent and boundaries: “No” is an answer. Insistence, coercion, and sharing non-consensual content are prohibited.
- Respect and inclusivity: Discrimination, hate speech, and degrading targeting are prohibited.
- Privacy and data minimisation: Do not disclose others’ personal data; be careful when sharing your own.
- Authenticity: Fake accounts and impersonation are prohibited.
- Harm prevention: Content involving violence, threats, encouragement of self-harm, and exploitation is prohibited.
- Fair use: Spam, bots, automation, manipulation, and ban evasion are prohibited.
1.4 Legislation and legal framework (general reference)
These rules are prepared taking into account applicable legislation and platform liability principles. In particular (without limitation):
- Turkish Criminal Code No. 5237 (TCC) (e.g. indecency; offences against private life and communications),
- Law No. 5651 (hosting provider liability and becoming aware of unlawful content),
- Personal Data Protection Law No. 6698 (KVKK) (processing of personal data in complaint/review processes),
- DSA — Regulation (EU) 2022/2065 (where the service is offered in the EU: notice & action, appeals/complaints, statement of reasons),
- FSEK/SMK (copyright/trademark and other intellectual property rights)
may apply within this framework.
Section 2: 18+ age policy and protection of minors
WIN is for 18+ users only. Zero tolerance applies to risky content and behaviour concerning minors.
- You must be at least 18 years old to use WIN.
- If you suspect a minor is using WIN, please use the complaint/report mechanism.
- Sexual content concerning minors, exploitation, “grooming,” and any behaviour that endangers children is strictly prohibited.
Content or behaviour related to the sexual abuse/exploitation of minors is the most serious category of violation. If you suspect such a situation, report it immediately.
2.1 Images of minors (profile/photo) — additional safety standard
- Images of persons under 18 are not permitted in the profile photo (and in the primary visible area).
- In other photos/the gallery; minors must be fully clothed and made unrecognisable (e.g. face not clearly visible/blurring).
- Personal childhood photos are subject to the same standard.
Standards for the protection of minors are applied together with WIN moderation practices in the interests both of community safety and legal compliance.
Section 3: Rules of conduct (communication, consent, respect)
This section sets the expected standard of conduct in messaging and interaction and prohibited behaviour.
3.1 Consent and boundaries (No means no)
Everyone’s boundaries differ on WIN. The following are prohibited:
- insisting despite a “No” answer (repeated messages, pressure, manipulation),
- failing to consider the other party’s consent before sending sexual content/requests,
- attempting to obtain consent through “shaming,” “blackmail,” or threats,
- “sextortion” (obtaining intimate content and exerting pressure for money/benefit).
3.2 Harassment, bullying, stalking
The following are not permitted:
- insults, degrading speech, humiliation,
- repeated unwanted contact (including writing from a new account after being blocked),
- intimidation, coercion, “doxxing” threats,
- physically following or coercive behaviour to obtain a meeting.
3.3 Hate speech, discrimination, and targeted degradation
Based on a person’s race/ethnic origin, nationality, immigration status, religion/belief, gender, sexual orientation, gender identity/expression, disability, health status, or similar characteristics:
- hate, degradation, dehumanisation,
- calls to violence or exclusion,
- targeted insults, use of “slurs,”
are prohibited.
3.4 Community Feedback and Rating honesty
WIN allows users to evaluate each other on certain characteristic traits.
- Honesty: Do not abuse the rating system to deliberately smear, manipulate, or intimidate the other party.
- Fairness: Use your ratings to evaluate the other party honestly (Intelligence, Politeness, Fun).
- Enforcement: If systematic abuse of the rating system is detected, your rating privileges may be restricted or your account may be subject to enforcement.
Reporting someone just because they are “not a match” for you is not appropriate. If they are not a match, do not like them, remove the match, or block them. Reporting should be used for rule violations.
Section 4: Content rules (profile, photo, message, media)
This section explains which content is prohibited and profile/media standards.
4.1 Profile accuracy and authenticity
The following are prohibited:
- opening an account in someone else’s name, impersonation,
- misleading statements in fields that directly affect matching such as age/gender/identity/permanent location,
- attempting to build trust with fake or manipulated verification methods.
WIN allows users to use a nickname when expressing themselves; there is no requirement to use a real name on the platform. However, chosen nicknames must not violate the Community Guidelines (insults, indecency, etc.).
4.1.1 One person, one account; shared/couple accounts
- One person, one account is the rule.
- “Shared/couple account” setups used by more than one person, account transfer, or sharing are not permitted.
4.1.2 Profile photo and visual standards (minimum safety standard)
To reduce fake profiles and abuse, WIN may apply the following minimum standards for profile visuals:
- Profile photo: Where possible, only the person who created the account should be visible; the face should be sufficiently clear.
- Group photos: May be restricted as the profile photo; in the gallery/other areas consent is required for third parties.
- Screenshot / photo of a photo / text-heavy image: May not be accepted as a profile photo.
- Excessive filters, hiding the face, collage: Manipulations that prevent clear understanding of identity may not be accepted.
- Deepfake / AI-generated portraits: May not be used in a way that misleads as to identity or undermines the impression of a “real person.”
- Verification selfie (liveness): The selfie taken for verification is not published as a profile photo; it is processed only for verification purposes. For details see Biometric Data Privacy Notice and Consent.
4.2 Nudity, indecent content, and sexual harassment
WIN applies a “safe and respectful” standard in profiles and content.
- On profile/card: Pornographic content, depictions of explicit sexual acts, genital-focused content, and explicit sexual solicitations such as “looking for sex” are prohibited.
- In messages: Unwanted (non-consensual) indecent messages or images (cyberflashing) are prohibited.
- Non-consensual intimate content (sharing or threat to share) is strictly prohibited.
- Selling/advertising/purchasing sexual content and “sex work/escort” referrals are prohibited.
WIN reviews all uploaded images and profile text through automatic image recognition and filtering services (Google Cloud Vision — Safe Search, MeiliSearch, etc.) to protect community safety.
- Images caught by the indecency or nudity filter are rejected.
- Depending on the intensity and type of violation, accounts may be automatically suspended for review or restricted.
Even without explicit pornography, “pushing the line” (e.g. poses aimed at sexual arousal, highly suggestive indecent innuendo, close-ups focused on nudity) and content such as indecent/obscene hand gestures may also be restricted.
4.3 Violence, threats, self-harm
The following are prohibited:
- threats of physical or sexual violence,
- realistic blood/injury, torture, harm to animals, and other violent content,
- encouragement of suicide/self-harm or sharing methods.
If there is an emergency involving risk of self-harm/violence, please contact local law enforcement and emergency lines (e.g. 112) without delay. WIN does not currently provide 24/7 active crisis team services at this stage; however, reported incidents are addressed within the reporting process.
4.4 Fraud, financial exploitation, and manipulation
This is one of the most common risks on dating apps. The following are prohibited:
- asking for money/gifts/payment instruments,
- “investment/crypto” promises, fake campaigns/giveaways, phishing via links,
- attempting to obtain material gain by feigning romantic intent (romance scam),
- fake donation calls or referral links.
4.5 Commercial advertising, promotion, spam
WIN is not a classifieds marketplace. The following are prohibited:
- product/service advertising, affiliate referrals, use aimed at gaining followers,
- bulk messages, automated sends,
- irrelevant link spam or harmful links.
4.6 Illegal products and activities
The following are prohibited:
- drugs/stimulants and contraband goods,
- weapons, explosives, and instructions for making them,
- human trafficking, facilitating prostitution,
- gambling/betting referrals (subject to applicable law).
4.7 Privacy violations and disclosure of personal data (doxxing)
It is prohibited to share or threaten to share others’ data without permission, such as:
- phone number, e‑mail, address, identity information,
- private messages,
- intimate images.
This prohibition also covers:
- sharing another person’s image or voice without their consent,
- publishing recordings (audio/video/image) made or distributed without consent,
- exerting pressure with threats such as “I will share / I will disclose.”
To reduce user safety risks and fraud risks:
- Sharing personal contact information (phone, email, social media account, full address, etc.) in profile text, messages, or profile images (in writing or via QR code) is prohibited.
- Bank details, credit card information, or P2P payment usernames (e.g. transfer app username) may not be shared on profiles or in messages.

4.8 Intellectual property and content rights
Sharing copyrighted content belonging to others (photo/video/text) without permission or using another person’s brand/logo in a misleading way is prohibited.
Details: Intellectual Property Policy. The Intellectual Property (Copyright) Infringement Form may be used to report infringement.
Section 5: Platform integrity (bots, automation, ban evasion)
This section prohibits bots/automation, scraping, multiple accounts, and attempts to evade enforcement.
The following are prohibited on WIN:
- bots, scripts, scraping, unauthorised automation,
- generating artificial interaction (mass likes/messages),
- opening more than one account,
- opening new accounts to evade suspension/ban decisions, bypassing restrictions with VPN, or similar methods.
- using third-party apps / modified clients to unlock features, manipulate the system, or circumvent restrictions.
- targeting users through malware, malicious links, or phishing.
Section 6: Violation reporting (Report) and security reporting
The contractual basis for the Report / Notify flow and the right to appeal is consistent with Section 7 of the Terms of Use; notification obligations under Law No. 5651 are also summarised in the same text.
This section explains what should be reported, how to report, and how reports are handled.
6.1 What should you report?
Examples:
- accounts asking for money/gifts or sending investment links,
- harassment, threats, stalking,
- non-consensual indecent content,
- suspected fake account or impersonation,
- suspected minor user,
- disclosure of personal data or blackmail.
6.2 What should you not report just because you “don’t like” it?
Examples:
- a user who does not reply to your message or ends the conversation,
- a user who does not meet your criteria (age/distance/identity, etc.),
- mere disagreement of opinion (without insult/harassment).
6.3 How to report?
Step 1: Report via user profile
In the WIN app, “Report / Notify” and “Block” options appear as separate buttons on each user’s profile page or on the messaging screen.
Step 2: Category selection
The form opened to select the reason for the complaint includes categories aligned with the Community Guidelines (Fraud, Harassment, Inappropriate Content, etc.). This list may be updated as needed.
Step 3: Evidence and explanation (operational situation)
There is currently no direct screenshot or media file upload feature in the app. However, after a report, additional information may be requested through support channels if necessary.
Step 4: Safety and blocking
After reporting or without reporting, you may block the other party using the “Block” option. No notification is sent to the user you blocked in this regard; you simply disappear permanently from each other’s lists and screens.
If a written record or official application is required, the Content Infringement Form may be used for content infringement reports, and the Complaint and Report Form for general complaints/reports.
Where the service is offered in the EU, the reporting form may request the following elements under DSA Article 16/2:

6.4 Report confidentiality and prohibition of retaliation
- Reports are handled as confidentially as possible.
- “Retaliation” (threats, disclosure, harassment) against a person who made a report is treated as a serious violation.
6.5 Abuse (false/misleading reports)
Abuse of the reporting mechanism (false complaints, reporting aimed at targeted harassment) may be subject to enforcement.
In particular, where clearly unsubstantiated reports are made repeatedly, WIN may temporarily restrict the report/complaint function (after a warning) or apply enforcement to the account.
Section 7: Moderation and enforcement (what happens?)
This section explains measures that may be applied to content/accounts and decision criteria.
7.1 How does moderation work?
WIN uses a semi-automatic (hybrid) model for community safety:
- Automatic review: Images and text are scanned using technical infrastructure such as Google Cloud Vision (Safe Search), MeiliSearch, and similar tools.
- Report-based review: After user reports, content is reviewed by the moderation team.
- Human review: Complex cases, appeals, and high-priority security reports (violence, CSAE, etc.) are manually assessed by specialist moderators.
7.2 Measures that may be applied
Depending on the nature of the violation (by way of example), the following actions may be taken:
- Content actions: Removal of content or restriction of visibility.
- Ban types: Depending on the seriousness of the violation, Warning, Temporary ban (for a specified period), or Permanent ban (full closure of the account).
- Shadow ban: Restriction of the user’s visibility to other users.
7.3 Decision criteria (proportionality)
When determining enforcement, WIN may take into account (without limitation) the following factors:
- the severity of the violation and the risk of harm it creates,
- repetition (repeat violations),
- intent/negligence,
- reports from the victim or witnesses,
- evidence and reliability.
You may appeal moderation decisions (account closure or suspension) within 6 months from notification of the decision.
- Method: Appeals are accepted via the in-app Ticket system or support email. Where a written and structured application is required, the Appeal Form may be used.
- Review: The moderation team re-assesses appeals under human oversight principles; the target review period is no later than 30 days (see Terms of Use Section 7).

Section 8: Law enforcement cooperation, transparency, and updates
This section explains how official authority requests are handled, transparency reports, and how the text is updated.
8.1 Law enforcement cooperation
Where there is a risk to life/bodily safety or circumstances giving rise to suspicion of crime, cooperation is provided within the limits of applicable law and proper requests and procedures. For processes, see the Law Enforcement Guide.
Note: WIN is not an operations centre for physical emergencies requiring direct intervention; in such cases the primary address is law enforcement.
8.2 Transparency reports
Periodic transparency reports may be published for community safety and accountability. See Transparency Reports.
8.3 Updates
WIN may update this text in line with legislation, product, and security needs. The current text is published in the in-app “Legal” section and at whoisnextapp.com (opens in a new tab).
